Finance Minister to press tax office chiefs


Finance Minister Giorgos Zannias was on Wednesday meeting with the heads of the largest tax offices and customs houses in greater Athens in a bid to boost the collection of much-needed revenue as state coffers dwindle ahead of general elections the outcome of which will determine whether or not Greece continues to receive foreign rescue loans.

According to sources, tax authorities are to focus their efforts on collecting outstanding tax debts, zone in on companies that have been withholding value added tax payments and chase arrears for taxes on salaried services.

Tax offices are reportedly sending out warning notes to debtors with large tax arrears, calling on them to make good on debts to the state or face seizures of properties and other assets. Officials are to focus on those with debts of up to 3,000 euros in a bid to make a dent in a total sum of 45 billion euros in uncollected taxes.

May has been a particularly bad month for state revenues as in the first 20 days of the month, which included a general election, the inflow to public coffers was at least 20 percent lower than in the same period last year.

According to the State General Accounting Office, the shortfall in state revenue is 1.3 billion euros. On the basis of this figure, it is estimated that authorities have enough cash to pay salaries and pensions until the end of June.

BREVARD COUNTY ? MELBOURNE, FLORIDA ? Harris Corporation has announced it has received $81 million in orders for its Falcon III wideband tactical radios from the U.S. Special Operations Command.

The radios will allow the military to broadly deploy secure wideband tactical communications.

The orders are part of a new contract awarded to Harris to support the command?s Capital Equipment Replacement Program.

It represents the initial phases of the modernization of the military?s tactical radio inventory.

Under terms of the contract, Harris also will provide its Falcon III(R) AN/PRC-152A wideband handheld radio, a wideband solution for dismounted users.

?Harris Falcon III radio systems will provide unique capabilities to communicate by Type-1 secure voice, video and wideband data,? said George Helm, president, Department of Defense business, Harris RF Communications. ?The combat-proven Falcon III(R) family provides a complete solution for the emerging requirements of the tactical network for wireless, secure, high-data rate communications. The result is improved command and control and situational awareness through better informed warfighters.?

The new wideband radios will provide the military with a robust upgradeable platform that enables the addition of intelligence, surveillance and reconnaissance capabilities such as video.

It is is the first NSA Type-1 certified wideband manpack radio system and enables dismounted and vehicular warfighters to communicate via voice, video and data in real time.

The wideband capabilities of the radio support network-enabled missions such as collaborative chat, video, e-mail, biometric enrollments and more from the field.

The radio also provides the highest level of information assurance connectivity to tactical units via NSA-certified High Assurance Internet Protocol Equipment encryption.

Neato XV-21 Pet & Allergy Automatic Vacuum Cleaner


I have allergies. I also have pets. And right now, it's shedding season. All of that shedding leads to a lot more sneezing than usual, which leads to a lot more vacuuming. But even an obsessive neat freak like me doesn't vacuum often enough to avoid the occasional tumbleweed of pet hair that mysteriously blows through the room when I turn on the ceiling fan.

That's where the $429.99 (direct) Neato XV-21 Pet & Allergy Automatic Vacuum Cleaner comes in. The XV-21 is an update to the XV-11, with upgraded filters and the use of a bristled brush designed to better collect pet hair. And it works. The XV-21 picked up a surprising amount of hair and dust I didn't even notice was on the floor. And it can be programmed to automatically clean as often as you like, even when you're not around. But its allergy-fighting powers are questionable, and it doesn't work well on tight corners. The XV-21 will keep your home free of pet hair tumbleweeds, but you'll still need to keep a traditional vacuum on hand if you like things squeaky clean.

Design and Setup
The XV-21 looks a heck of a lot like the XV-11 we saw in 2009. Unfortunately, both bots share a similar design aesthetic with the Super Nintendo video game system released back in 1990. The device is the same exact shade of Nintendo gray, with purple, orange, and black accents. And despite that fact that the back end is curved, it has a very blocky look. I realize it's a vacuum, but for something you'll watch zipping around your home, a slightly more attractive design would've been appreciated. Or at least a different shade of gray.

The XV-21 measures 13 by 12.5 by 4 inches (HWD) and weighs 8.2 pounds, which is right on par with other cleaning robots, like the Scooba 390?($499.99, 3 stars). There are five buttons used to control the vacuum: a start switch, two menu navigation buttons, a select button, and a back button. There's an easy-to-read 2.5-inch black and white display on top that allows you to control various options for the XV-21. You can set it to spot clean one particular area, for instance, or schedule it to turn on automatically and clean as often as you'd like.

Before using the XV-21, you first must plug in the charging station, which shares a similar look and feel to the vacuum itself. The station uses inductive charging, so the front of the XV-21 just needs to be pressed up against the charging block for it to work. It takes just under three hours to get a full charge. The device finished vacuuming my 550-square foot apartment in about 45 minutes, and had nearly half its battery life left. If the battery dies before the job is finished, the XV-21 will make its way back to the charger, charge back up, then go back out and finish the job.

Performance and Conclusions
Once you're fully charged, simply press the Start button and watch the XV-21 get to work. You'll be sure to know it's working, because the XV-21 is loud. The sound it makes upon starting is not dissimilar to that of a plane taking off, albeit at a slightly lower volume. It isn't as loud as a traditional vacuum, but the XV-21 takes a lot longer to clean the same amount of space as a traditional vacuum, and you tend to notice the noise a lot more when you're not the one doing the work.

The robot uses a laser-based room positioning technology to create a 360-degree view of the room, which allows it analyze furniture, doorways, and other obstacles within 13 feet in order to create the most efficient cleaning path. This worked surprisingly well in practice, as the XV-21 managed to systematically hit every part of my living room (even under the couch), with nary an accidental bump.

From the living room, it navigated out into the bedroom, then back through the living room and into the bathroom, but for some reason it never made its way into my kitchen. I had to place it there myself, and while the XV-21 did a fine job, I can't figure out why it wouldn't go in.

The big purple lid on top of the vacuum is the dirt bin. It fits in securely, but was easy to pop up when the XV-21 was finished. Now, I'm a pretty tidy guy, and I keep what I consider to be a pretty clean apartment. So I was shocked when I opened the XV-21's dirt bin to find it filled with dust and pet hair. I dust and vacuum regularly, so I wasn't expecting the XV-21 to pick up much more than the occasional crumb or stray dog hair. I was at once disconcerted to see all that I had missed, but pleased that the XV-21 managed to pick it up.

Additionally, the XV-21 handled the different surfaces in my apartment?hardwood floors, throw rugs, and tiles?with aplomb. I was especially impressed with the job it did on the large throw rug in my living room, which looked noticeably perkier after a visit from the XV-21.

Mysterious kitchen snub aside, the only major issue I had with the XV-21 is that it can't quite suck all of the pet hair out of a tight corner, which, of course, is where pet hair tends to accumulate. To be fair, even the main attachment on my Dyson vacuum has a hard time getting all the way into a corner?that's where the vacuum tube comes in. But that means you'll still need to keep a traditional vacuum cleaner on hand to pick up where the XV-21 can't.

Additionally, I'm dubious to the claims that this is an "Allergy" vacuum. Sure, cleaning up dirt, dust, and pet hair is sure to help remove plenty of allergens, but it's not like the XV-21 is releasing an antihistamine mist into the air as it cleans. This is no more an allergy-combatant than the handheld mini vacuum I had in my old college dorm room was. But the XV-21 will definitely do a better job of cleaning your floors.

Clean up is simple, too. Just remove the dirt bin, open its door, and empty the contents into the garbage. Pop it back into the XV-21, and you're ready to vacuum again.

If you already own an XV-11, there's no need to buy the XV-21. You can upgrade your model with the new bristle brush and updated filter for $60, then upgrade your device to the latest firmware. While the Neato XV-21 Pet & Allergy Automatic Vacuum Cleaner doesn't spray and scrub your floor like the Scooba 390, it works on a wider variety of surfaces, is programmable, and lasts longer. The iRobot?Roomba 770?($499.99, 4 stars), meanwhile, has a sleeker design and uses dirt sensors that allows it to pay closer attention to a particularly dirty spot on your floor. But if what you want is an extra hand to remove all that pesky pet hair, the XV-21 is a good, albeit pricey, tool. Just don't get rid of rid of your old push vacuum just yet.

In 2012, cancer caused around 577,190 deaths with the number increasing. Cancer is the 2nd leading cause of death in the United States. Cancer is a type of disease in which abnormal cells divide without control and are able to invade other tissues. Colorectal cancer is one of the leading causes of cancer related deaths in the United States, with it being the 3rd most common cancer found in men and women. The American Cancer Society estimates that for 2012, there will be about 51,690 deaths caused from colorectal cancer in the United States.

Colorectal cancer starts in the large intestine or the rectum. Most cases of colorectal cancer begin as small, noncancerous clumps of cells called adenomatous clumps. The polyps may not produce a symptom, which in return causes the colorectal cancer to go unnoticed. This cancer can be very dangerous, but if detected at an early stage it can become curable. Some of the symptoms for colorectal cancer include abdominal pain, blood in the stool, diarrhea, narrow stools, and unknown weight loss. If a person has any of these symptoms and is age 50 and older then they should get screened for this cancer. If colorectal cancer runs in the patients? family history then it is recommended that you get screened at an earlier age.

There are five ways to test for colorectal cancer. The five ways are fecal occult blood test (FOBT), sigmoidoscopy, colonoscopy, virtual colonoscopy, and double contrast barium enema (DCBE). The FOBT checks for hidden blood in stool. In the sigmoidoscopy the rectum and lower colon are examined using a lighting instrument called a sigmoiodoscope. During a colonoscopy the upper part of the colon is examined using a different lighting instrument called a colonoscope. During the colonoscopy cancerous and precancerous growths can either be removed or biopsied and examined in case the sigmoidoscopy missed anything. In a virtual colonoscopy, special x-ray equipment is used to produce pictures of the colon and rectum. A computer can then show any polyps and other abnormalities. During the DCBE the colon is x-raid after the patient is given an enema with a barium solution. The barium solution allows for air to be introduced into the colon, which helps outline the colon and rectum for the x-ray.

Although there is not one single cause for colorectal cancer, some scientists associate a high fat, low fiber diet and red meat with it. This cancer has 4 stages, with 0 being very early cancer on the innermost layer of the intestine, up to IV, meaning that cancer has spread to the organs. Colorectal cancer offers 3 different treatments. The first one is a colectomy, which is a surgery where you remove all the cancer cells. The next one is chemotherapy, which uses drugs to kill fast growing cells in your body. The last treatment they use is radiation therapy; this destroys cancerous tissue by using high energy.

The survival rate for colorectal cancer can be positive if caught early enough. Living a healthy lifestyle and taking care of yourself can really increase your chances of a long and happy life.

Rounded to two decimal places, there are 2.54 centimetres in an inch. I don?t know what this has to do with Colette and Hannah Thurlow, who decided to name their band 2:54, but it?s hard to imagine that they spent their school days memorising measurements in conversion tables. Listening to their self-titled debut album, it?s more likely that they spent their teenage years listening to The Jesus And Mary Chain, shopping for leather jackets and red lipstick and working their way through all seven seasons of Buffy The Vampire Slayer (thanks Wikipedia!).

Their music has a gothic quality to it for sure ? not in the full-scale, white make-up, clumpy shoes, Marylin Manson sort of way that is, but in the same way that Joy Division and early PJ Harvey albums have a gothic quality about them. Goth chic, I suppose you?d call it, and it?s evidenced in the way ?Revolving? opens 2:54 with Hannah Thurlow?s choppy guitars, Colette Thurlow?s s?ance-like vocals and eerily windswept dynamics. It?s followed by ?You?re Early?, which combines, er, choppy guitars, s?ance-like vocals and eerily windswept dynamics. By the time you?re nine tracks in and you reach ?Ride?, with its choppy guitars, s?ance-like vocals and eerily windswept dynamics, you have to wonder: did 2:54 never dare to play around with the dials on their amplifiers, or was it simply that their local supermarket only stocked the ?spooky forest? Ambi Pur refills for their studio?s ambience-setting air freshener?

If you?re a glass-half-full kind of guy, you?d applaud 2:54 for constructing and sustaining such a vivid and impressive atmosphere around their songs, as so many young bands struggle to find a sound that?s all their own and unmistakably so. But there is a template to 2:54?s songs that?s hard not to notice, and while it?s no different to the way verse/chorus/verse templates are propagated in all contemporary pop music, you still feel that the Thurlows aren?t doing themselves justice as artists.

Like every band ever (probably), 2:54 are best when they break from their formula, whether it?s for just a moment or an entire track. The chanted vowels that bring ?Revolving? to a climax, for example, are ominously unusual, while ?Sugar?s mechanical lead guitar lines are brilliantly cold and calculating. ?Scarlet? is like a homicidal maniac finding a fresh victim ? pausing to ponder its humanity as Hannah Thurlow?s guitar drips like cold sweat, before a bloodthirsty riff starts tearing off pieces of flesh. Finally, the oh-so-savage ?Creeping? bursts through the album?s ambience like a madman?s axe through a bathroom door.

A bit too often though, 2:54 glides past without leaving much of an impression. A song like ?A Salute?, though it fits in fine with the overall feel of the album, won?t haunt you in the way that the tense tremolo arm trickery of ?Circuitry? might. But then this is also an album without any major gaffes (save for the singer Colette?s out-of-character X Factor audition moment in the middle of that latter track), making it easy to enjoy, if not adore. Next time, we?d just like a little less 2:54-by-numbers.

Five African countries to receive $160.5m grant to boost food security

Burundi, the Gambia, Malawi, Senegal, and Tanzania will receive a total amount of $160.5 million grant to enable them increase food security, raise rural incomes, and reduce poverty.

The funds are part of a $177 million grant to six countries announced May 24, 2012 on the World Bank?s website by partners of the Global Agriculture and Food Security Programme (GAFSP). The GAFSP is a fund that supports country-led efforts to fight hunger and poverty.

Based on their country proposals, the Steering Committee of the Programme allocated $30 million to Burundi; $28 million for The Gambia and Malawi?will receive $39.6 million.

Senegal and Tanzania will get $40 million and $22.9 million respectively.

The Kyrgyz Republic was allocated $16.5 million by the GAFSP to support the country?s irrigation and drainage systems projects.

This is the fourth round of countries to receive funding and the Committee defended the country selections saying ?The successful country proposals were selected through a competitive process by the fund?s Steering Committee.?

Launched in April 2010, the GAFSP has received pledges of $1.1 billion from Australia, the Bill & Melinda Gates Foundation, Canada, Ireland, the Netherlands, South Korea, Spain, and the United States.

World?s Thinnest Smartphone Now Made by Chinese Company Oppo (Video)

Last I checked the Huawei Acend P1 S was the world?s thinnest smartphone, at 6.68 mm in waistline, barely beating a Fujitsu Arrows phone, that previously held that title. And now there?s another Asian company responsible for ?the thinnest phone ever?, Oppo. You can see their device below.

We?re dealing here with an Android smartphone that?s 6.65 mm in waistline and that recently got teased by its maker. The phone is called Oppo Finder and it comes with a 1.5 GHz dual core processor, 1 GB of RAM, 16 GB of internal memory, a 4.3 inch Super AMOLED Plus display and 8 megapixel camera. The latter supports 1080p video capture and is accompanied by a 1.3 megapixel camera at the front, with 720p video capture. Insiders say that the Finder will be available for pre-order starting with June 6 and it will be priced at around $632.

I?m really curios if the Android experience on the device has been customized or not, but at least the icons have, as the pictures published on the web show. When will this rush to make the thinnest phone stop? I?m sure they?ll move entirely into a new segment of competition when the first smartphone with flexible display will launch?

Cisco had grand plans for a Cius tablet on every fast-paced executive's desk, but those dreams appear to have been dashed not long after getting off the ground. Senior VP OJ Winge says the company will "no longer invest" in the design, leaving the already rather creaky Android 2.2-based, 7-inch tablet to an eternal slumber outside of occasional specialized orders. It's not hard to see what hastened the Cius to its early demise, as Winge pins it on companies and customers encouraging a BYOD (bring your own device) strategy that likely brought more than a few iPads and beefier Android tablets into the space Cisco wanted to occupy. Before existing Cius owners start videoconferencing with themselves out of sheer despondence, though, there's a silver lining: the company now expects to take the Cius' firmware all the way from Android 2.2 to 4.0 in one fell swoop near the end of the summer. You may not be living Cisco's 2010-era vision, but at least you'll have Chrome for Android.

Campbell River Mayor: Cities don?t get any respect

Local governments are treated like ?children? by the province, says Mayor Walter Jakeway.

That sentiment was more or less shared by several B.C. municipalities at a mayors? meeting last week.

Mayors from across B.C. met for the first time last week to discuss their communities? struggles to provide services imposed on them by senior levels of government.

A total of 86 mayors want to meet with Premier Christy Clark and the provincial cabinet to discuss more efficient use of existing resources to better address challenges facing residents, such as homelessness and public health.

Mayor Walter Jakeway said the inaugural Mayors? Caucus, held May 16-18 in Penticton, was an opportunity to get to know his counterparts across B.C. and discuss the financial pressures communities are under.

?It was wonderful. I personally gave a business card to everyone,? Jakeway said. ?The purpose (of the caucus) is that mayors play a special role in local government and local government doesn?t get the recognition it deserves from senior governments.?

Jakeway said over the years, the provincial and federal governments have downloaded an increasing number of services onto local governments, without supplying the money needed to deliver those services.

?The federal government doesn?t even recognize local governments,? Jakeway said. ?They give everything to the provinces to hand down to the municipalities.

?Local governments have been saddled with the costs,? Jakeway said. ?Certainly the provincial government doesn?t treat municipalities fairly. They treat them more as children than as equals. Right now they?re kind of decreeing from above.?

Surrey Mayor Dianne Watts, who was instrumental in starting up the caucus, said B.C. communities need a new deal with senior governments.

?The current model is broken and as mayors we need to meet to discuss a collaborative approach to reversing the unsustainable trend that most municipalities are facing,? Watts said in a news release. ?Municipalities provide the vast majority of the service in areas such as infrastructure while being given only eight cents out of every tax dollar to do it.?

The timing of the caucus, which includes a steering committee of nine mayors, is significant.

?With a provincial election coming up (in May 2013), it?s a great time to extract more responsibility from them (provincial government),? Jakeway said.

The mayors? caucus wants to create a round table with the premier to discuss public policy changes that affect municipal budgets and delivery of services as well as a round table to discuss aging infrastructure with participation from all three levels of government.

Mayors are also calling for money to fund the services that are downloaded onto local governments.The mayors also identified the following as areas that need to be addressed:

  • Changing the federal and provincial grant process to be more sustainable, accountable, quantifiable and allowing for long-term planning by local governments.
  • Allow the Municipal Auditor General to examine the financial impacts of downloading on local governments.
  • Affirm the core service delivery of each order of government.
  • Re-design the cost sharing formula for significant infrastructure projects to reflect the tax revenue distribution.

In December 2002, the US?Japan Security Consultative Committee began a series of conversations about strategic military alignment in the Pacific and how to protect their associated countries in ?today?s rapidly changing global security environment.? [Guam Buildup EIS, 2010] This three-and-a-half-year conversation evolved into what has been know as the Defense Policy and Review Initiative, part of which planned for the relocation of over 8,600 United States troops from Okinawa, Japan to Guam and other parts of the Pacific.

However, in response to cuts in the United States? defense budget, funding for a military build-up in Guam was for a time put on hold as officials tweaked details of the plan, partly with an eye to cost. Recent announcements in early May held prospects of a significant decrease in the number of military personnel to be relocated to Guam in upcoming years?current estimates are at 5000 Marines and 1200 dependents, a decrease of over 40%. In the midst of a global recession and faced with an ever-climbing federal deficit, the United States? uncertainty is understandable; however, with funding temporarily reduced or frozen and military plans not to be complete until 2015, economic and social consequences of the revised plans for Guam are already being felt throughout that territory. [Kelman, 2012]

Joseph Bradley, Senior Vice President and Economic and Market Statistics Officer for the Bank of Guam, recently spoke to ABC News about the effects of the revised military buildup, stating:

I can?t even begin to tell you how much [Guam has been affected]. There are a number of businesses that had come into Guam in anticipation of the Military Buildup . . . those groups have already pulled out of Guam, walked away . . . because of the delays.

Since we have no idea what will happen in 2015 there is no way to estimate what the future impacts will be.

While some businesses may have ?jumped the gun? in terms of development in Guam, there is no doubt the future buildup holds large economic opportunity for residents of this American territory in the South Pacific. Although fewer soldiers will put less stress on this small island than the initial planned 8600, Guam faces complex infrastructure problems to cohesively accommodate the Marines and their dependents. In addition, more military personnel on the island of Guam will likely lead to a larger tourist population and necessitate further development. With infrastructure such as wastewater treatment and electrical generation already in desperate need of upgrades and expansion, the extended timeline on the relocation project and the lack of finality in the plan itself have left numerous questions in the minds of Guam lawmakers about the best pathway for their island?s growth.

First and foremost, Guam is in need of a new wastewater treatment and disposal facility. Regardless of the military buildup, the construction of this critical facility needs to begin in the near future. However, with fewer soldiers stationed on Guam than were initially estimated, plant construction has been delayed as Guam?s local authorities and the military jostle to determine responsibility for funding it. If the new base is constructed at Naval Base Guam, which maintains its own wastewater treatment facility, Guam may be stuck with a $400 million capital investment that will serve as a sunk cost. [Taitano, 2012] However, if the new base is connected with the civilian wastewater treatment center, it is likely the federal government will subsidize a potion of the cost, making the facility more affordable. Either way, this new facility is partially the result of anticipation for the United States military buildup, and it is irresponsible to expect Guam to subsidize military personnel who, when stationed on the island, will represent a jump in population that cannot be handled by the current facilities. Similarly, an increase in population and a stronger military presence in Guam will require a larger output from the Guam Power Authority. As stated in the 2010 Draft Environmental Impact Statement:

Currently, Guam has a U.S. Environmental Protection Agency waiver from various Clean Air Act requirements, which allow the use of high sulfur fuels in its electric generation plants.

In an Addendum to this report, the Department of the Navy agreed to help Guam transition to Ultra Low Sulfur Diesel (ULSD) in order to maintain clean, healthful air. This is a step in the right direction for Guam, but it may be an inefficient and wasteful capital investment in the long run.

In March 2008, Guam Bill 166 established a 25% renewable energy goal to be accomplished by 2035. Over the past few years, decreasing costs and larger availability of commercial wind turbines and solar panels have led to talk of large-scale alternative energy production development in Guam. With perfect environmental conditions for wind turbines, the Department of Defense allotted $17 million in the budget for the development of four turbines at the Naval Magazine. Rather than spending excess cash fixing an outdated and commodity-reliant facility, Guam may have larger long-term benefits from further development of wind and solar resources. While land mass may be limited, offshore facilities can be added during the development and dredging of the Apra Harbor, which will be critical to facilitate the docking of aircraft carriers that will arrive under the military?s plan. The United States? uncertainty in the development of Guam has been taxing on the residents, businesses, and utility providers of this small island. Regardless of the number of Marines transferred to Guam, immediate upgrades need to be made to the wastewater treatment facilities and electrical generation plants in order to accommodate increasing numbers of tourists and a growing population. While the scales of the projects are set to undergo review yet again, it should be noted that partial responsibility for this development lies with the United States military. The recent restrictions on federal funds for this development have left the government of Guam pondering ways to pay for such massive projects, which will support not only its residents, but also the military personnel stationed there.

Dominican election in dispute after apparent win

SANTO DOMINGO, Dominican Republic (AP) ? A governing party official appeared to have scored a first-round win in the Dominican Republic's presidential election but supporters of his main opponent complained of vote-buying and other forms of fraud and said they would challenge the results.

Danilo Medina of the current president's Dominican Liberation Party received just over 51 percent of Sunday's vote with 83 percent of the ballots counted, according to the Caribbean country's Electoral Commission. His main rival, former President Hipolito Mejia of the Dominican Revolutionary Party, had nearly 47 percent. The winner needed more than 50 percent to avoid a runoff.

Medina said he was confident he would win, but that the Electoral Commission would keep scrutinizing ballots through the night. He thanked a crowd of supporters and sent them home.

"We will celebrate in a big way tomorrow," he said.

Mejia did not concede and questioned the results as did others in his party. Luis Abinader, his vice presidential candidate, said the Dominican Revolutionary Party would present a report detailing irregularities on Monday.

"We are going to defend democracy," Abinader said. "We are going to show the country what really has happened today."

Mejia's representative on the Electoral Commission accused the ruling party of fraud, saying the former president should have received many more votes than the results reflected. "We all know what party the director of the Electoral Commission belongs to," he said at a news conference.

The balloting appeared orderly in general but there were widespread reports that backers of both parties were offering people payments of about $15 to vote for their candidate or to turn over their voting cards and withhold their vote. Campaign officials denied the allegations.

Observers from the Organization of American States confirmed incidents of vote-buying but not enough to taint the overall results of what was otherwise a "successful," election, said the head of the mission, Tabare Vazquez, a former president of Uruguay.

The candidates were vying to succeed President Leonel Fernandez, who spent $2.6 billion on such major infrastructure projects as a subway system, hospitals and roads to modernize a country that is the top tourist destination in the Caribbean but remains largely poor. Fernandez was barred by the Constitution from running for a third consecutive term.

Many voters conceded that Medina, a 60-year-old economist and stalwart of the Dominican Liberation Party, wasn't a particularly exciting candidate, but said they were eager for stability in a country with a history of economic and political turmoil.

"I don't want major change," said Amauris Chang, a 59-year-old shop owner. "I want the country to grow and I want it to be peaceful, and I think that's a common idea among people who are civilized."

Six candidates were running for president, but Medina's only real opponent was Mejia, who lost his bid for a second presidential term in 2004 because of a deep economic crisis sparked by the collapse of three banks.

Mejia and his Dominican Revolutionary Party have a devoted following. Supporters of the 71-year-old garrulous populist sought to portray some of the public works spending as wasteful and benefiting backers of the president, and insisted he wasn't to blame for the 2004 economic crisis.

"The crisis could have happened to any government. It had nothing to do with Hipolito Mejia," said 62-year-old maintenance man Alonso Calcano.

Demetrio Espinosa, a 60-year-old jobless resident of the capital's Colonial district, said Mejia understands the needs of poor people like him. He said most people can't afford to be treated in the new hospitals nor do they need a subway if they don't have a job.

"They made a lot of their friends into millionaires and spent the public's money," Espinosa said of the ruling party.

Besides president, Dominicans were electing a vice president from a field that included the heavily favored first lady, Margarita Cedeno de Fernandez, and seven members of the Chamber of Deputies who will represent people who have settled overseas. Tens of thousands were expected to cast ballots in places with large numbers of Dominicans, including New York, New Jersey, Florida and Puerto Rico.

Both presidential candidates proposed to increase spending on education and to do what they can to create jobs in a country of 10 million people that is largely dependent on tourism and where unemployment is officially about 14 percent, though the vast majority of workers are in the poorly paid informal sector. The typical salary for those who do have regular jobs is around $260 a month.

The Dominican Republic has also become an important route for drug smugglers seeking to reach the U.S. through nearby Puerto Rico and there are widespread concerns about the influence of drug trafficking. The candidates also traded accusations of incompetence and corruption.
